Observed saturation is confirmed participant identities divided by NPPES dental-provider supply. Coverage confidence is separately derived from the official directory source snapshot and its completeness metadata. Only a complete source snapshot with at least 80% coverage confidence is labeled verified and allowed to generate a leverage signal. This avoids interpreting incomplete directory ingestion as true network scarcity.
